As noted, there is a way to unlock some safes. The lockers with padlocks cannot be opened....

you know those keys with the red ribbon attached to them? yeah those? i have a running theory that those are used to unlock some of the lockers, i havent tried it yet, cuz the achievement says to unlock ten boxes, if its not that, than... i dunno

You can only open some lockers not all there are no keys for these and the Keys with red ribbon only open the safes
