Metro 2033 & last Light are both interactive, story driven games in the conventional sense ofetn classified as "linear' as stated previously by others. While you are playing a section/segment in the game you can snoop around moving freely within that area possibly "free roam", but once again not open world. Open world would be awsome for the Metro series --why I play S.T.A.L.K.E.R. (stalker is also story driven, but it's open world).
