Pavel would be a good friend to you only if you were serving the communist regime which was possible since the true leadership in this game wanted to install you as an agent, but the game doesn't allow you to do so.
Now that you have proven yourself to not align with the communist ideology, Pavel consider you to be an enemy. But deep inside he know it was a waste of time since he do like you. But it's better to have a dead enemy than a live friend who happens to be on the enemy side, who will eventually kill your comrades, or sabotage your nation's operation. This was not the first time in our history where people killed their respectable friends and cried soon after. Pavel fits this bill.
Your question is very western since it says Ask what the state can do for you, and ask what you can do for yourself. The eastern way would be more like Ask what the state can do for you and ask what you can do for the state. Pavel is from the eastern ideology, he believes in what the state can do to his people, in this case propaganda of equality, order, and stability as seen in his dinning dialogue. What he probably doesn't know is the people serve his communist state through fear as seen with the server, the old man was so scared he was shaking.
So the true question that is loreful here would be...What would you do if your friend won't join your side and actually fight against you and your nation? Your friend might even sabotage the war effort in the future and turn the tide of war against you?
All is fair in love and war. Pavel saved you from the Nazi, you saved him from execution. Pavel saved you from the flying thingy, so I saved him by not pulling the trigger.
The fight to get to him is one of the most frustrating fights you can ever throw at a player that is unaware of what is about to happen, and that was me in the original game. Because i was playing on the highest difficulty setting, i was STARVING for ammo and filters, i was basically taking guns from people I knocked down or killed because i didn't had anything else with ammo on it.
To be in that situation and be thrown into an ambush like that in red square, man that was frustrating. I died, i died.... and died so more, it was one the most frustrating gaming experiences i had. And then when i won the fight and then had to go chase Pavel through the building, it was even more frustrating because he straight up has aimbots, it is so unfair, and so gamey, that i just couldn't take it, I killed him with a smile on my face.
I didn't had any feelings against him prior to that, the betrayal was really not that surprising to me, it kinda reminded me of Bourbon, he was going to betray Artyom on the first opportunity. "yeah, i'll give you my AK" right, and the bullets will come as a bonus too.
But the fight to get to him, the developers made me hate him for that.
Now with the Redux version, i'm not sure if its my knowledge about the game or the devs made it easier, but i didn't struggled as much as i did previously, still a pain though, especially the chasing after Pavel through the building part, in my last playthrough i decided to remove my mask and just face tank my way through the building in order to get to him, it's really annoying.
Pavel is not really that bad of a guy, Like you said, his "evil acts" are no more evil than what Artyom did, if Pavel deserves enternal damnation, Artyom should not expect anything different.
Later, he had to act loyal in front of his soldiers, because the whole Red Line is quite paranoid about spys and traitors. And during the fight against Artyom, he realised that he would be killed by his best friend, just because he wanted to be loyal to the Red Line. Which is why he was sad after the fight, as the dark one said.
Especially when he betrayed me after I saved him from being hanged.
