I guess 4A has used 10% less in overall budget to produce the metros compared to comparable titles from other developers.
So imagine what they could do with a large budget.
I mean its sort of a weird subgenre of MMO. Firefall and Defiance are more mmorpg than shooter. Whereas something like Planetside 2 is more shooter than anything.
I think if you took combat like Battlefield 4/One esk, scaled it up to a large sustainable world the size of the metro, added crafting mechanics and economy, and a faction system. It'd be the first of its type of game and would work well.
But if they couldn't pull it off then obviously I'd prefer the first option i gave in the opening post which would be more like skyrim or fallout 4 in terms of type of open world.

Ultimately it is impossible to bring metro into a multiplayer environment without vastly losing whatever appeal it holds as a "last grasp" of humanity story it has.
S.T.A.L.K.E.R. with METRO's art direction and live inventory/loot system is literally all I need in my mortal life.
@Topic: While I like the idea of joining a faction, I think fighting for outposts would be too much for Metro. Last Light itself was a little overloaded, if we're going for an open world Metro game, then please classic Survival Horror.
I really love the scanevging concept of the Polis DLC. And I really love the atmosphere and ressource scarceness of Metro 2033. If they could somehow combine these two elements, that game would be a masterpiece.
But it surely is a difficult task to create a good game with such concepts.
