Same problem. I bought 2033 and last light at the same time and both of them have the error message. I've deleted game cache, restarted pc and deleted app cache. Nothing has worked so far.

Boss, I don't even know what that is. The way I thought it would be, is buy a game on steam for 20 dollars, and then play it. So what kind of hoops do i need to jump thru to get it to work?

Delete C:\Users\%UserName%\AppData\Local\4A Games\Metro LL\%userid%\user.cfg
and
C:\Program Files (x86)\Steam\SteamApps\common\Metro Last Light Redux\user.cfg

and it should start right up
