Game not starting issue

If the game seems to start but doesn't show anything on screen, go to the game install folder and start revolt.exe from there again.

That should do the trick (tested on Win7 - compatibility mode was not necessary).

To close the game completely afterwards, you'll need to go to Task Manager and close the revolt.exe process that's still open and the rundll.exe /w the command line that contains revolt.exe in it

Starting the game also seems to use rundll32.exe to connect to 40.113.76.66 - which is owned by Microsoft Azure - i don't know what's up with that, but blocking the request doesn't seem to block anything

Pretty much, RVGL is the modern way to play it. Someone even made a guide about it that you can use with your steam copy, you should check that also.
