As a work around "alt-tab" and "back" will unfreeze the UI.
But only temporarily. Better go back to an earlier save and avoid the action leading to that situation. In my case it was ordering a ship to transfer drones "from" another ship.
Did you do the same? In that case the situation might straighten out once the drones have been transferred.

It seems like the list of ships to select for deals is populated based on which have cargo drones, so it's probably related to that
