Cleaning wound when rivers are frosen . Intended?

When on a river-tile, you get the option to clean wounds
But this also words when the river is frozen

Is this intended?

It probably shouldn't be possible, just like dirt can't be made into mud for "free" when the river is frozen.

Although you can make mud from dirt when it's raining (pretty cool feature). I didn't check if wounds can also be cleaned when it's raining, so: was it raining when you cleaned your wounds?

Dont remember - perhaps snowing, as it was winter
But I am om my 2. winter, and i always during the whole game, had the option to clean wound when on river-tile, frozen or not.
I dont even need a icehole to clean wound - the frozen river is enough, and it dont make sense, what you can do that
