How does Surrender work?
I have both Ash and Thomas equipped with Surrender Call. I then proceeded to almost completely incapacitate an enemy veteran. By that I mean legs and both arms destroyed, body down to 17 HP. I left them both sitting next to this ♥♥♥♥♥♥ for like 10 turns, and the guy didn't surrender.

Seriously, how the hell does this work? Is it a chance every turn, is it a chance only when you enter range, is it just bugged and this guy can't surrender?

You need to drain all your enemy APs down to 0. To do that, put as much wanzers on the side of the Veteran. After a few turns, the unit will surrender.

Oh, that makes sense.
Don't just box it in on 4 sides only, occupy the diagonal space too, creating a 3x3 square. As for the actual surrender process, every time the enemy phase begins it has a chance to enter the surrender state. Once it's in that state it usually takes a few more enemy phases before you get a message saying it surrendered and the unit disappears

Honestly, the requirement is just too strict, especially on a new game plus, where even using the weakest weapon could cause overkill as your character's high proficiency level far offsets the weapon's weak damage.

First of all, you need to acquire the Surrender Call Honor skill which in turn requires you to accumulate 140 Honor points. You need to equip this skill, surround a mech with 9 of your own mechs and destroy its arms as well as reduce its HP as much as possible. I had an armless mech with legs intact surrender just fine.
