You need to level up one (any) skill to the max (Level 4). Skills leveling is completely random and Level 4 is extremely rare, there is a possibility you won't even unlock any in a single playthrough.

but if short weapon is maxed can the skill be still upgraded using only short weapons??

edit: there was no question :D already 3 level popped when short is maxed.

Just fyi you can save scum if you REALLY want to get a level 4 skill. Later in the game when you have Feint and other combo skills it's almost guaranteed to get multiple skill activations per attack. Just find someone with a level 3 skill and save, attack and reload if it doesn't level up. Even better would be to set up a turn with several people that have level 3 skills and try attacking with all of them, then reload if no luck.

Do note that the skill does need to activate for it to have a chance to level up, so you may want to take off skills like double punch/switch/etc that take up multiple activation slots (unless those are the ones you want to level up) since you can only have a total of 4 skill activations per attack as far as I can tell.

I just soloed with Ash 3 last missions, and rest of team healed him or helped a little,and i'v got lv 4 skill
