Locked Door in City/Timpo

There is supposed to be a building directly north of the item shop stall in the area City/Timpo, as according to the guide/walkthrough: https://www.gamefaqs.com/genesis/618165-pier-solar-and-the-great-architects/faqs/61924

However, the door is locked, and I have not found any triggers at all in the entire city to unlock the door or get a key. This building is supposed to house a basement entrance that I am required to use to get to the factory area.

My current hint is simply "Timpo. Probably there's where our answers lie."

I already escorted the old lady, talked to all the NPCs in there, but there's no way to get to the east or red-bricked portion of City/Timpo currently.

This city is really big,Did you find the librarries? yes,there is two of them,in the one with the woman you have to talk to her,check all the books and talk with her again you can buy some skills there too.the passage is to the left of a small group of 3 markets whose first sells weapons and the second just below sells armors outdoor,it doesn't need a key.a little tip,before you go buy some fish,when you arrive on the place with red floor there is a person starving,give the fish to him and get the Fire Whip.

I got a free fish from across the dock area, I talked to both the lady and the other book store. I've been across the other side of the dock area through the basement there too, but I can't find out where to go in Timpo, at all.
