I agree, it would be nice to have a util which will view the entire image folder, and allow you to click & drag, and resize as needed. Mind you, it sounds simple but most likely could be a real headache to make.
If creating your own from scratch then by all means. I have played a couple of TTS games, and some are not the best quality but are playable. I have taken a peek at some of Vassal's mod assets, and they do look good so I guess it would all have to do with how Vassals assets were made, and how much care was put into creating high quality images.
So far from what I have seen while playing vassal in full screen look pretty good.
I haven't had TTS for very long; can you describe how one goes about taking .vmod assets and converting them into a format that will work for TTS? You are correct in that there is no import function... Thinking there is some customize feature in the menu?
And while I'm at it: I noticed there are game saves out there but I don't see how/where to incorporate this in the "saves" directory.
TTS and Vassal both have games they're better at producing. Anything that requires turn to turn automation to speed up, Vassal has that functionality, anything that requires on the fly changing of objects, colour, or creativity, TTS is the program you want. Pretty amazing software, TTS is solid, waiting for the steam sale this winter to pick up my own copy.
@Aabra: Depends completely on the module. Modules I worked on such as Argent: The Consortium, Eclipse, and a few others all have really nice assets (innuedo much?). But a lot of people using vassal have forgone quality for size of module file.
