I just got TTS - about 3 weeks ago. I play about 3 long games a week, and a few short ones here or there. I've never tried finding random people on Steam but use the Discord channel TTSClub. You'll finding lots of people looking to play who are also willing to teach you games you aren't familiar with.
I would definitely recommend getting TTS.
1. For solo play, just look on the workshop for some random games, searching for solo stuff. There might even bee a solo-play tag, never checked.
2. For random games with random weirdos, there's the global chat, and some rando discords to matchmake in.
3. For a specific game, if it has a TTS presence, it almost definitely has a discord presence too. Try scrawling the interwebz for that, especially if it's a long and high-commitment game, think wargames and such.
Once you are inside TTS, you don't need to purchase anything else.

I don't remember the price, but when I bought it, I wanted a copy for my niece and my BF was getting a copy too, so even with the on-going sale discount, 4-pack was cheaper than 3 on-sale copies.

But back again to your question, you don't need your friends to enjoy this game.
In fact, my friends bought it, but I played very little with them.
There are mods for single-player games. I played Frostpunk and This War of Mine, just because I played the videogames before, and I liked their boardgame version. I played Arkham Horror (you can play it with friends or by yourself). I enjoyed lots of puzzles. That's a couple examples I can think about, but I'm sure if you like board games, you will find things you'll enjoy.
And most important, there is a large comunity where you can find people to play different games. Don't be shy and look for people to play with. Many people are willing to teach new players how to play.
So if you like board games, I suggest you to get the game and have fun, don't wait for your friends to join you.
As for the mods, the workshop is full with totally free mods you can just suscribe and host. You don't even need to suscribe the mod to join the game as long as anyone else is hosting.
Are you talking about the paid DLCs for TTS? I didn't buy any DLC, only played the free mods available on the Workshop so far.
But a little search in this forum lead to the conclussion you only need to own the paid DLCs to host the games, but anyone can join as long as they own the base TTS game and someone else is hosting the DLC.

I'm confused as the games you mention are TTS's DLCs and also stand alone games.
If you are asking about the TTS's DLCs, what I answered you should work.
If you are asking about those particular non TTS related games, you should ask about it on the game's own forums.
