There is a paid program called DungeonDraft that makes good 2D maps.

You can make your own assets or download assets, there are both free and paid assets in a lot of styles and for different settings. The website where you can find assets for DungeonDraft is called CartographyAssets, though many of the largest or best packages of assets are made by people using Patreon and you'd have to look there.

Personally, I'm completely broke so I only use free assets, currently in the process of learning Shadowrun 3rd edition as a Christmas present for my girlfriend so I've done a small peak at Sci-fi/Cyberpunk/Modern assets, these are some things I've downloaded (all are free or have free sample packs).

A Day At - A series of packs in modern/near future styles includes airports, alleys, bunkers, cargo containers, packs of vehicles, military base, post apocalyptic settlements, skyscrapers, malls, and downmarket parts of town.

HellScape Airship

Krager's Shadow Light Pack

Murder Melody

PeaPu Cyberpunk Interiors
PeaPu Cyberpunk Weapons

Tyger Modern Basics
Tyger Modern Casino
Tyger Modern Rooftop
Tyger Modern Streets
Tygey Roof Tool

The above are all designed to look like actual places and things. For a more abstract style

Tyger Blueprint Dark
Tyger Blueprint Light
A Day At Floorplan

Dungeondraft (dot) net - the program

CartographyAssers (dot) com - has a ton of assets for DungeonDraft and for their sister program (does geographical maps) WonderDraft.
