2. You said when you host a BlackJack server with your own setup, nobody wants to play it
3. You suggest official servers where the game is played without silly items and weird mechanics, i.e. the way you want to have it.
So the obvious answer to the question why are there no official servers is what you already gave: nobody would play on them since they have not items and funky mechanics.
If you still argue for these servers it would mean you want to force people to play your way. That's how I read it anyways.
But anyhow, go to the TTS discord to find people there that might play with you the way you like it.
If you want to play something specific (you do) and you cannot find that something specific (you cannot) then you have two options:
1) Start your own server to play something specific
2) Don't start you own server

Then run it when you feel like playing.
You can probably post about it on the discord for people who'd want to join.
And others will do the same when they feel like it.
Over time, you'll probably end up with a few people with similar times as you and could get yourself a group running. I think that's probably your best option since there are no dedicated servers
