This is a Steam thing and works like that in all Steam games that offer a 4-pack.
(I could almost buy a 4pack a month if it was possible)
You can't buy the 4-pack, if you own the game.
But to answer the question, yes, it's made so people cannot buy multiple copies at a discount and then trade/resell.
That's the way the world works.
Because of a few who would try and use it to their advantage, everyone else must suffer the consequences.
It is the like of "if one complains, then no one will have it" policy. Except in that case, I an understand there was money to do on the back of everyone *sigh*
What I've done is buying a 4-pack, giving it to one friend and telling him the usernames of three others to which he then gifted the three extra to.
You get the first of the four licenses.
Then, via the normal Steam gifting process, you are able to give out the other 3. Quite simple, TBH.
