How to read rule book ingame?

just got this, and was trying out Scythe, how does one open up rule books ingame to read them ?

Rule books are a series of different states. So "mouse over" the book and tap a number to turn to that section (state) in the book.

Thanks, trying to set up a automa game in Scythe, but think I have to read a lot more before I get it to work ... ;)
