Is there a blank page with a square grid i can just use in paint for the boards in game?
If I wanted to make my own grid and use paint to color and design my table top maps, how would I go about doing that?

You can turn grid protection on Boards. Also I learned that vector paint can increase or decrease in size with "+"or"-"

You can use the in-game grid feature and adjust its size, setting the grid to run over objects you put on the table, including tiles with your own hand drawn maps on them. You can also tweak each object to turn on or off this feature, to set which table objects have grid lines autodrawn on them.

However it's sometimes preferable to make your own maps with your own grids. I like to do this myself. I would not recommend Paint, rather get to learn a few basic tricks with GIMP. It's not so bad, it's very powerful, it's free and open software:

The most useful and powerful plugin for GIMP is GMIC. It's easy to install, too.

GMIC has a nice grid feature, just tons of tools. You will drop Paint in no time.
