What you do in your game is up to you, and if it is only you playing, then you won't be banned. The steam cloud saves links as random strings of numbers and letters, while finding someone elses workshop content by putting in random links is theoretically possible, there is no way to tell which account it belongs to.
The only circumstances I could think of would be:
If you start servers with "unsavory photo"-jigsaws without saying so in the server name, then you might be reported. If you advertise "unsavory photo"-jigsaws in global chat, you might be kicked from it, or banned if you keep doing it.
If you uploaded a mod with "unsavory" photos, you might get the mod removed, and if you keep doing that you will maybe get your right to publish workshop mods removed.
Nah we just did jigsaws with photos like that and also unsavory stamp photos. This was all online but in a private game with a friend?
Oh we were just doing a jigsaw and me being the immature little ♥♥♥♥ head i am i just had to make it a big d*ck to gross my friend out. It was a private password room with just us but im still worried because it required me to upload to the cloud.
No illegal stuff, dont worry
