Go to 'Virus & Threat Protection'...
Then to 'Virus & Threat Protection Settings'...
Then to 'Manage Controlled Folder Access'...
Then to 'Allow an app through Controlled folder access'...
If Tabletop Simulator.exe is already listed, delete it.
Then select 'Add an allowed app'...
Navigate to Tabletop Simulator's exe file and select it.
Save.
See if that works.

Had a similar problem not long ago.
Thank you!!
