How to add more player slots?

I saved a game from earlier with 8 player slots and 5 players in the game, but now when I reloaded the saved version of it there is only 3 player slots, and a Game Master slot.

Is there a way to add more player color slots in active games? Or is this just bugged?

How? I'm not understanding how to use the tool, managed to delete more player spots but don't see how to add more.

F4 to select the hand tool.
Left mouse hold and drag to create a new zone
Right click on the new zone to bring up the color picker and options
Select desired color
cog icon to set alternate zone properties if needed
