Sorry no answer here too but... Well, maybe at many heads something might emerge as a solution.
First: Everybody involved verify integrity of game files. Version mismatches and corrupted files cause weird connection problems.
Connection problems are also usually due to firewall/antivirus blocking things.
Turn off your AV and Defender/firewall and test TTS again, try that 2nd.
if those things don't work, disable mod threading in Game Config and try hosting or joining again.
All of that was done, in addition to uninstalling and reinstalling a fresh copy.
1. P2P being blocked by your router, your firewall/Defender/Antivirus, or you are using internet service that is throttled in some way, such as business or educational internet.

2. Corrupted installs/version mismatches. If verifying file integrity doesn't work, clean reinstall of TTS and maybe even Steam might be the only answer. It can be kind of annoying trying to remove all traces of something on a Windows machine.
3. •"-nothreading” – Disables loading system in the backload.
• “-nosteam” – Disables all the steamworks related stuff. If this opt fixes it, you would probably have to reinstall steam to fix.
• “-notablet” – Disables the tablet.
-novoice - probably not the problem but who knows-- disables voice chat connecting.
• “-nosubscription” – Stops steam from checking your workshop subscription.
Try them all.
4. Again, if these common things don't work, looking at Player.log could help. I won't add anything else unless there are some logs. Add -log to launch opts. Logs on Win can be found in different places:
• Steam Library/steamapps/common/Tabletop Simulator/Tabletop Simulator_Data/
• /Users/yourusername/My Games/Tabletop Simulator/Mods
• or /Steamapps/Common
Possibly in a sub of My Documents.
Really just looks like something is blocking p2p on your end.
