do i have to buy games within the game
for example, if i wanted play cards against humanity (cah) with friends would i need to buy card packs from cah? or monopoly and ♥♥♥♥ like that?

We actully just had a thread about this; most phyical game companies decline partnership with TTS and refuse to sell their games as DLC.
However most of them don't check the Steam Workshop very offten, and even then certain "hot" games like Munchkin get uploaded under dummy names so they can slip past.

Yes, exactly. I think CaH is even on there under the real name, so it won't even be that hard to find.

I don't know how true that is. We only know of one, for certain, that's declined (SJG). I find it likely that Hasbro wouldn't bother. But for anyone smaller than Hasbro that isn't SJG, we (as users) really don't know if a partnership has been broached, and if it has where it is in that process. The only reason we know about SJG is that it happened publicly on Reddit.

its honestly sad companies wouldnt love to try and partner, so much potential money to be made.

i mean, wizards isnt partnered, but pretty much everyone is using this for D&D

I have not heard Kimiko say this and would be surprised if she said it on a public forum of her company's own game. What is more likely is that a board game is sold in blocks of rights, just like a novel or other creative intellectual property. Along with buying the right to publish, a publisher, say, Z-Man games, also purchases the digital rights, and then the distributor has safeguards to protect their own involvement as well. There are also designers who only do open contract deals, meaning they can shop their game to whomever they want, but the money is not going to be there and the knife points both ways. This means that even if the designer and the original publisher would love to work with TTS, another party in the equation has the digital rights and they want to turn the thing into an iPhone app, where the big bucks are.

Another reason is that creative entrepreneurs have their own dreams and visions, and making a solid stand alone game might be more appealing than outsourcing. In any case, here's an article from 2015 talking about publishers liking TTS overall:
