i mean, wizards isnt partnered, but pretty much everyone is using this for D&D
Another reason is that creative entrepreneurs have their own dreams and visions, and making a solid stand alone game might be more appealing than outsourcing. In any case, here's an article from 2015 talking about publishers liking TTS overall:
