Report a translation problem
Place the object that is supposed to spin on the location that you want it to spin on. Use the joint tool to join the spinner to the board. Right click the spinner to access the joint options. In there, change it to "Hinge" and enter a value on the axis that you want the spinner to rotate in (I think you need the middle one, Y I think. And it doesn't seem to matter what number you put in there).
Finally, right click and play with the physics values of the spinner to make it stop faster or take longer to stop.
