I've used • (Alt 7) in multiple notecards, as far as I'm aware the notecards support full BBC coding, including bold, italics, ect.

"alt codes" are not universal things. They are OS dependent (mostly just Windows) and tabletop is cross platform.

Software can also interfere with it, if that software is expecting alt/number keys to do something else.

The game supports Unicode so should be able to display any character in the Unicode Character set but what you see usually depends on the locale set and what fonts you have installed on your PC. Best thing to do is to have character map (or similar software) open and then get whatever Unicode characters you want to use.

I can get ♥ to appear fine in TTS. But fonts/character sets/locales are a far more complicated issue than you would think they are. (There's a whole load I am missing for some reason, but I've not investigated too much to see if it's my end or just a Unity engine issue).

Usually when you see a ? or a box or something else in documents/programs it's often a sign of either the characters are missing, it doesn't understand it or it's looking at the wrong character set.

There's quite a lot of reasons that could be the issue. What happens when you copy and paste "♥" do you see it then?

I just had to experiment around with different ♥ to find one that will show up for me in tabletop simulator. Some just don't work for me, even simply copy/pasting them. After a handful of tries I found one that works.
