Report a translation problem
Use the rotation tool to rotate is so that it is flat & lines up with your catwalk.
Use the position tool to move it into position on top of the catwalk.
Then lock the object to stop it moving.
It will not just "rest" for you in a lying position, as it probably doesn't have a mesh-field built onto the object - Essentially the ladder is surrounded by an invisable box. The same way a hitbox works in shooting games - whichever way you rotate it, it will be the box that determines the position of the inside object: http://www.toptiertactics.com/wp-content/uploads/2011/05/Hitbox.jpg
It WOULD rest in a lying state if the creator had provided (or somebody makes) a custom mesh for it and incorporates this into the object in TTS.
TLDR: Use the gimo tools unless you want to mess about in 3D modelling.
