I cant use hauses when i want to play monopoly and when i try to take some warhammer 40k figures they dont have models :c

That's a problem with whatever hosting they used when they made the mod.
Either it is not available (temporarily offline or removed from the site) or that host is blocked in your region.

Either way, only way to fix it would be asking the mod creator to reupload the assets (using steam cloud is safe and ensures availability worldwide)

Error 403 messages can also occur when the user account for the site the assets are hosted on has exceeded its alloted bandwidth. Usually, you see this on Dropbox accounts frozen because they've received too many transfer requests. You can try again in a few days to see if the account has been unfrozen by then.

Which mods (in specific) are giving you issues?

It's mod related and your only hope is to find a different one or contact the workshop uploader.

There's several different mods for the same games.

Without knowing the specific mod you're trying to use, nobody can do anything.
