Difference in basic and 4 pack?
Steam gives two purchase options but does not till you the differece between the two. Can anyone fill me in?

This covers how to trade copies. You should be able to "gift" copies too (one-sided trade, basically), but I can't find that description on the steam site. Copies of games is a lot less common than it used to be.
What do you mean by trading Steam Gifts? Can I trade Steam Games?
Games received as an Extra Copy can be traded to other users. They can be used to trade for other Gifts, or for items in games supporting Steam Trading. Some older gift purchases on Steam can also be traded.
How do I add a game to my library after receiving it in a trade?
Go to the game in your Steam Inventory and click "Add to my Library…" to add it to your library.
