Not sure what you're looking for that isn't already explained in the guides, but it sounds like for each of your items, you'll just make a deck of cards (and then upscale the character sheet ones, once they're uploaded into the game).
To make a deck, you make a grid of cards, you upload it to an image hoster (or keep it on your computer, and upload it to Steam), and tell TTS what the grid is, and how many cards it is, and it'll cut the sheet of cards into individual cards.
If you're looking for a program to create custom cards in, that's more difficult. You might like something like Strange Eons.[cgjennings.ca]. It was originally made to make custom components for Arkham Horror. There are now plugins for even more games. There's no reason you couldn't use it to create cards for games that have nothing to do with what the plugins are, though.
