Well with KSR being a play on KGB, the K stood for Komitet which means Committee.

This would make the most sense. Given the centrality of meat, the controller of the Kitchens essentially controls the entire state army. The Quartermaster's title fits with this, as a quartermaster's job is to find/secure/provide food, drink, and shelter for the troops.

Though the strongest evidence seems to be that in Vyeshal KSR becomes KSL and, according to the online translator[lysator.liu.se], the Vyeshal for Kitchen Staff Regiment is Kejyen Stihye Lozoyevyent - or KSL.
