This is the new error message =(
I'm running fine on 8.1 without any patch
This is what I did. (EDIT) Still doesn't load a saved game or move onto the next level, so I skipped nunbers 3 & 4. And now it seems to work like a normal game. Videos and all. Great game it is too.
1. Download the patch from
http://deusexmachina.fsay.net/forum/viewtopic.php?f=45&t=1344
2. Extract the patch into the main HTA directory (Steam\SteamApps\common\Hard
Truck Apocalypse), overwriting any existing versions of the files.
3. Then you have to delete the videos in your Steam\SteamApps\common\Hard Truck
Apocalypse\data\video directory.
4. Also make sure in your config.cfg (inside the data folder) you change
autoPlayVideo="true" to autoPlayVideo="false" (use the find function provided by
notepad to find it) otherwise it will crash.
5. To fix the resolution you will need to Find the Confing.cfg (inside the data
folder) file and open it with notepad, after that you need to search for these
exact lines: r_width="1366" (mine is 1920) r_height="768" (mine is 1080) (use
the find function provided by notepad to find them easier) and change the number
with whatever resolution you have.
6. Going to Nvidia Control Panel/AtiCatalyst driver and force V-sync on the
game.

I had the game installed few years ago, now tried to install it again tho wasn't able to run it..
What helped was clearing %temp% folder, and Heavy Trucks Apocalypse folder on C where it saves some files.
After doing that i was able to run the game. Have fun
