1. Go to the toolbox
2. Click on Scenario Editor.
3. Put a checkmark bneside everything you want to be in your park and hit the next button on the bottom of the screen. (You can't get everything so keep that in mind)
4. A window will come up with a map of the park. You can pick the size of the land you want from where it says "Map Size"
5.After that, click the button that is above the park entrance sign on the map and select all the land you want to own. (this part along with picking rides take a loooong time)
6. After you finish that, click the same icon you did before that was above the so you get all the icons back. If you accidentally close out of the map window then you can just open it back up with the map button on the top tool bar.
7. Once you have done this then click the park entrance icon on the map window and place where you want the park entrance to be. (the name of the park faces away from the park. This part is important for people to be able to get inside your park.)
8. Make a path to the edge of the map that leads to your park entrance
9. Get back to the main map window again and click the guest icon.
10. Place where you want your guests to come in from. (make sure the arrow is facing AWAY from the edge of the map. You want it facing the direction that the guests are wilking to get to your park entrance. (click the next button again)
11. If you want everything from the start then take every item from the bottom list and put it in the top one. (click next again)
12. There will be a window that comes up that has all the money options in it.At the very top left side of it there will be a place to check the No Money option. This will make it to where money is not needed for anything. (Click next again)
13. If you want a true sandbox mode then change the objective to "Build 10 Different Roller Coasters In this menu you can also name your park and select tab in the game that you want it to be put. (bigenner, intermediate, expert, real, and other)
14 After all of that just save the game, click the new game menu, go the folder that you saved your park in and start playing.
Additional info: there are trainers that allow you to mess around with the settings but this can make the game crash, There are also sandbox parks for download around the internet. They are sometimes called Workbenches though. (finding a good work bench would probably be the best idea considering it could be a lot less time consuming.
