Son, back in a time most likely before your generation and before the DLC cancer there existed places where people can download user-created content free of charge and use it however they want. These places were called RCT2 mod/fan sites.
I've downloaded user-created content from some of the fan sites, but they don't really make a huge impact to the game. There are things like (I'm mentioning them again) UCES that add quite a bit, and even have a storyline (which I think is weird, but whatever).
My point is, I wouldn't pay for small bits of scenery or rides; that would be in the Workshop. I'm talking about DLC that really adds a whole new variety of things to do (and would actually be worth paying for). RCT 2 is the perfect game for downloadable content.
And ours is still open. It's also a fan site for RCT1 and RCT3. We've just upgraded the forums, the downloads system and reopened the Ride Exchange.
