So the most you should charge for entrance is a little bit less than than the 'poorest', otherwise you will just be turning people away at the gate.
Example, the peeps arrive with 60, 70, 80 or 90. Never charge more than 57 for entrance, especially if the scenario is to make sure you have a certain number of guests.
Also, build ATMs so they can get more cash to pay for food/drink/souvenirs/photos and stay in the park.
On scenarios where you cannot charge for rides, ATMs are not a great idea. It's better to let people with very little or no money go home and be replaced by new peeps who part with a lot of money at the gate, rather than ones who will have all the souvenirs they want, and only spend relatively small amounts when they get hungry and thirsty.
If you don't have the green upward arrow against the number of guests in the bottom left, it means that the park is pretty much 'full' . i.e. not many more guests will come until you improve the park. So you won't get anybody coming in until somebody has gone home.
If you need the park entrance money, to improve the park, to make more guests want to come, so you can meet the scenario objective, then don't place ATMs. When you've got all the peeps you need, then it's OKish to place ATMs.
