edit: seems that maybe not all files where downloaded, try to verify the game integrity by right clicking the game in the steam library, go on options, in the new window go to the third tab should be called game files or so. here you should find this option.
Control Panel -> Programs and Features -> Turn Windows Features on or off -> Checkmark Legacy Components -> Checkmark DirectPlay.
It might help, what you could also try is installing directplay from the folder instead of letting it steam do or download a (newer) version from the internet.
i also try and install it from the program files and it says i need the origional rct to finish download
