I don't remember Blackpool's revenue system, but there are two general rules for generating the most money while keeping people happy:
Free entrance, paid rides: Keep people in your park as long as possible. In particular, build many ATM's and price your rides effeciently.
Paid entrance, free rides: You want people out of your park ASAP. NEVER build ATM's in these scenarios.
In case where the park is a hybrid, paid rides are preferable to a park entrance fee.
The real parks do have massive debt, and you have to be fiscally efficient to deal with them. Focus on high revenue rides (namely Roller Coasters, and especially coasters with photo sections.). Remove rides and stalls that don't turn a profit that aren't essential to guest happiness. Pay your debt back as soon as you can.
I did find the solution though, its to open 3 cleaners in 3 seperate taps and just manually clean up the whole game. I literally just did that the whole game and not even build anything much and the ratings just skyrocket. Plus fixing the broken chairs and stuff as well. The money wasnt an issue in this one though the 2 million debt takes out over 3K interest every month.

To have highest park rating you need:
-Stay on top of cleaning pukes
-Make sure your lines are not too long
-Don't forget security guards
-Space out food and drinks so people are never hungry
-Make sure park is not crowded
-Lines need to be reasonably short
-Trash cans, so people can thraw away cups .
-Make sure you have both casual and thrilling rides , build cheap coasters (it does not matter how expensive they are if they have good excitment rating . You can even build same one
If you have trouble making money you can build custom water slides with just few hills and make special events like whirlpools all the way .
There is also that one way cheap rollercoaster that is very popular with people . I don't remeber the name , it is the one that only goes 1 way and back , very cheap and very profitable . Fizzy huricane or something
There are no ATMs in RCT1.
Yeah. I have never played any other Rollercoaster so I only just learnt about ATMs yesterday mentioned above. :P
