I asked about it some time ago on the GOG forum and got some workaround ideas:
https://www.gog.com/forum/rollercoaster_tycoon_series/building_while_paused_rct_1
And if you'd be able to build while on pause it would make the game too easy. In RCT2 you can use the editor and create your rollercoaster there, save it and then build it in the park.
In RCT1 I use some well going parks as "editor".
As for the rest of your comment, you sound like a fanboy, stubbornly defending what you love against valid criticism. Building while paused is a core feature of this type of game, sorely missing from some older games like these. Management games are supposed to be relaxing, not hectic. They're supposed to require planning and attention to detail, not actions per minute. Their difficulty should be based on limited resources (including space to build on) and the need for an efficient layout, but not on limited time.
In any case, if you use workarounds, such as using the editor or building in another park, then adding this feature would simply be a quality of life improvement and would not impact difficulty.
And RCT is relaxing. You start building you attraction and if something happens in your park you just go over and check whats up and then you return to your construction site. I never evenconcidered building while the game is paused as a useful feature.
But yes, I'm a fanboy it was one of the first games I played when I was a little kid.
And for me its the best of the series when it comes to managing, and thats what I love about that game.
