RCT not allowing Alt+Tab?

What do I mean by this? I mean sure, I can Alt+Tab just fine, but with any keyboard interaction, or mouse action to click on something, I can't do it. It's like the game is taking the forefront when I want to type to someone else and chat through apps like Skype and Discord. Anyone know a fix for this?

RCT is an older game, simplest solution is to use a phone or tablet for chatting while you play

that said, when i tested the Alt-Tab command, it brought me to my desktop where i had full control of my desktop.
