Fast Build help

[Shere Khan]

Could someone please tell me how to get the Fast Build red brick? I've forged the Mithril Fishing Pole, completed the Pie in Peril side quest, have enough of the right loot, but I can't find the Wish to Catch a Fish quest that supposedly awards the red brick. This is my SECOND time through the entire game - just can't find this quest! I've tried day and night, too.

Fast Build - A Wish to Catch a Fish (Bywater, Day)
Prerequisites: Mithril Fishing Pole, Complete "Pie in Peril" side quest

East of the eagle statue, a woman stands by the water. Bring her the Mithril Fishing Pole to unlock the Fast Build brick.

I've done all of those things (as I said in my post) - there's no Wish to Catch a Fish quest on my map. No woman east of the statue in Bywater : (
