This should really be no surprise to you in 2014 after 16 of those games with the exact same engine,controls and mechanics.
Do those LEGO games not use the analog stick of a controller?
Yes, they use the left analog stick.
You can sneak, walk and run, but that's completely unused in any game so far.
When aiming a character that can shoot projectiles, you use the analog stick to point int the general direction. Then the auto-aim sets in.
The right stick is used for manually moving the camera if you want to look at some hidden corners for loot. Otherwise the auto-camera is very well done.
To conclude, this is a casual game that does not need, nor would profit, from the extra precise control that a mouse brings.
Furthermore, why do so many people think that "controller = console"?
In fact, a PC is the better gaming platform, as I can plug up to 128 controllers into a single USB port and I get much better graphics and refresh rates due to better hardware.
It's the other way around: consoles are dumbed down computer with a very limited feature set and overpriced games.
Not that there are any games that would support 128 controllers.
And sadly, splitscreen and local co-op are very rare these days on PC as well.
I always smile if I watch people using a controller on games where you need to aim, it is so easy to make headshots with mouse. (So pro gamers are able to do that also with controller, I am not.)
I guess, no big company develops any games for PC anymore, every new game is basically a console port, the advantage is you can use your PC up to 5 years for every game, in past you had to upgrade your PC almost yearly. ;-)
