Game-breaking glitch outside of Lake-town

I had saved my game right outside of Lake-town, in a part where you're supposed to enter the town on the boats.
Before they let you in, you have to put fish in the barrels.
I had put the fish in my barrels right before saving and quitting. I loaded up my game today, and the barrels were empty, yet the guards at the gate still seemed to think I had fish in them.

I tried going back outside town to fill the barrels with fish again, but I can't exit the boat to do that.
So now I'm stuck and I can't seem to progress because everytime I enter the town, no cutscene starts, and I can't put the fish in the barrels.
I tried replaying the last story mission before this part of the game, but that didn't work. It brought me back to the same part.

I simply pointed out that comments that doesn't concern the problem and it's solution are unnecessary.
The discussion concerned a bug/glitch in the game; it wasn't a request for jokes, was it?
I accept all comments, but if they aren't helping in any way, why write at all? ^^

Exact Same -made the mistake of not going directly through the gate to the waypoint but instead floated around the the opposite shore where the boats can almost beach themselves, then heading back all the coins in the water re-appeared and I had a sinking feeling I messed up the sequence somehow. Sure enough. Nothing triggers at the waypoint on the other side of the gate guard. I know this is almost 2 years old...but, I just ran into this bug, and I'm kinda ticked off that I cannot find any solution online at all, everyone just restarts the ENTIRE game? That was a LOT of wasted nights collecting and collecting and passing levels...SIGH.
