How do you bring up character menu?

I'm in the hub area/exploration/free roam - whatever you want to call it. I see people on video's open up a massive character menu but when I do so it just brings up like 5 characters I've been using throughout the story. How am I supposed to use the ones I've just bought?

For me I couldn't use any character I wanted until after I finished story mode in all levels.

Basically beat the game.

And yes, it is rather lame that you have to do that. Unless I'm just an idiot and can't figure something out.

Hold down the 'change character' key (It's U for me on PC). At the bottom of the wheel is a symbol thats a plus key and what looks to be a lego skeleton. That's where the character menu is.

Yeah but I'm unable to bring up all characters. Only the few that I've been using throughout the story. I've yet to complete it but it's still a bit annoying.

You have to beat the story before you can choose any character you want. Once you beat all Story Mode levels, the open world becomes a Free Play. Meaning you can be any character you have unlocked. Like you would in Free Play of any level. Until then, you have to play as the characters you are given in the open world.
