You play a game. It unlocks pictures. You need the rest of the pictures in order to create a badge which is just anotherr picture to level up your profile so u can put pictures on the profile.
It's like lootboxes except you don't get anything fun, ever.
Basically just Steam exploiting OCD nerds.

As the child of an antiques dealer who grew up in the family business and am an expert in collectible epherma myself I can say from an expert point of of view that these aren't collectibles. They exist in an infinite quantity and have no physical form. It's just a gimmick.
