The high pass minikit bugged out

Trying to 100% complete the game but can't cause theres this 1 minikit on the high pass level, the one thats stuck under a minecart on the upper level near the end of the stage. the cart has a hook on it that you use a flail to move. The game for some stupid reason won't let me interact with it. I have tried using every flail in the game and every character that has a flail by default and nothing would work.
Any suggestions on what might be causing the issue and how to fix it?
Anything would be help. It literally is stopping me from completing the game :(

Try changing your Video/Effects to their lowest/off settings, and switching off any Extras.
This usually gets past any Lego graphics glitches and you can just change/revert your settings when needed.

I attpeted your suggestion and it didn't help. I did change the screen resolution before playing but after resetting it to default concluded that it wasn't that either
I'm going to try reinstalling the game. Anything else you can suggest?

I'm going to try reinstalling the game. Anything else you can suggest?

Dunno if you've solved it already, but the thing is that the hook is one of the ones that require you to aim first, just like a bow/slingshot. Just hold your aim button (it will do an animation of the character swinging the weapon) then just aim and release.
I think you had to do this in some of the earlier levels.
