20% is towing capacity specs. 70% is engine/gearbox torque ratio. 10% is Gearbox Power ratings. 20% is demographics and various "testing."

Engine Torque/Gearbox torque. Closer you get to 600ft-lbs the better, Make sure your gearbox supports the torque or there will be penalties. (A 1952 Ford F-8 with a 317 Lincoln Y engine produces 305ft-lbs which would be 35% or 1.75 stars alone)
Gearbox Power rating is the various lower gear ratios, torque support, number of gears and what have you.
Testing is the stuff in Design testing, as well some influence of selected demographic the vehicle type targets (power is not important in microcars so testing won't improve power as much as it would with a truck.)
