Report a translation problem
You can look that up in the reports under contracts or in the plant production window on the map. Just select the vehicle and it shows the number of vehicles which you have to produce per month, respectivly the number of vehicles you are short to fulfill the contract.
Possibly you just don't produce enough to fulfill the contract.
You can't even offer a vehicle when it isn't suitable for the contract so no problems there.
Which version of the game are you playing?
Are any countries at war?
And are you producing the correct vehicle model?

I'm guessing the most likely cause is that I didn't produce enough cars.
There were no ongoing wars and I did produce the model. I'm playing v1.23 SP4 (Default build). I only recently installed it and have no mods or changes installed. I really think it's most likely my fault though, I may have gotten some numbers mixed up.
I'm going to try contracting again later. If I produce enough cars will the car selection become green and allow me to press "apply"? Will cars in storage from overproduction be used in the contract?

If it is green, then you are producing enough cars, correct. From what it sounds like, you weren't producing any vehicles, hence why it wasn't allowing you to assign a factory to pull from.
With vehicles, you do not have to pick a pull location. It's just there to tell the game to ship from a specific factory. Otherwise it will just pull from the oldest production lines first.
If you run into it again, feel free to email me the save file. It's much easier for me to look at what you're doing wrong than guess what you're doing wrong. :)
