Does anyone know what 'citizen proposal' does? Some feedback

I don't know what this means. What does it do? Clicking it gives me what? Why should I click any of these when they are too vague to explain what happens compared to the other easier to understand upgrades.

Compared to the other examples, I (mostly) know exactly what I'm getting:

Missile upgrades
Missile building facilities
Bullet upgrades
Create facilities
etc

these all make perfect sense. But then almost every 'white' option is always a vague funny explanation that makes 0 clarity as to what happens when you click it.

Other than this, and possible having more upgrades earlier, this game is amazing. I just want to have a reason to select the white upgrades knowing what they do... right now I basically avoid because I don't know what most of them mean.

Click “evaluate plans” below it. All citizen proposals are basically upgrade rerolls - they let you refresh the list in case you want something else. I can see how it’s easy to miss though, that button is tiny.

Just a fancy reroll button, its funny and i like it personally! they are a bit confusing to understand when you first begin the game tho because it doesn't straight up say "REROLL" but i don't mind, it adds charm to this game!
