Does anyone know where seahorse six is? It's the only one I'm missing :(

I actually ended up brute forcing that one (didn't take as long as you'd think). But how are you supposed to solve it? "Citizens know the combination but don't know that they do" or something like that - couldn't figure it out.

I played the game on expert all the way through, and the additional bit, still nothing, it's not working, I checked and it was definitely set to expert, is there anything that can be done?
