could merge colonist be changed?

i thought merge colonist was going to unlock a toggle and would happen over time.

but instead it only effected the colonists i had at the time and the cost went up. does that mean i will run out and\or get to the point of being unable to merge by getting too high a cost?

am i supposed to never use it until i have a billion colonists to not waste it? i don't understand the point of something you aren't supposed to use.

am i missing something?
is it meant to only be used after billions of colonists only?

the tooltip says "after ten merges (1024 colonists) they become a mega colonist." i assumed they would merge more then once, smallest to biggest over time like the fruit in the wok. i made 1024 colonists to test it out. it made 512 next tier up and stopped.

could it become a toggle and happen over time instead?
