Golden rain could work, but I never got the hang of it.
Best way to do it is to play on less rain (more time to stack the fertilizer).
Max out on moles spawns and have mouse hub with a coin in moles and flowers., have your stack at a MINIMUM of 400k, hoard your fertilizer on the ground and in your farmer's hand.
Then unleash when you are full every and you'll get your 1.3 mil easily.
For a tier 30 tree, the only thing crucial is that you have the mole roots treatment. Once you get that to tree-up level 9 you can actively farm tier 30 baobabs and should chop anything that is not tier 30.
In terms of the maxing out fertilizer stack, just pick the rain reduction perk, once a fresh tree spawns and you don't use sprinklers on it, you should be able to get it to 1.3m fertilizer about half its growth progression. I personally like using the mega colonists with bigger belly to increase fertilizer production, but this is not necessary
I went the "less rain, no golden rain, as much fertilizer as possible" way (flower mole, bigger belly, I had 3-4 megacolonists, ...).
I waited until my farm was filled with fertilizer, then I set the "stop watering at tier 14 or higher (I think; shouldn't matter, but I wanted to wait a bit longer)" and "auto-fertilize at the same level".
--> I had a looooot of fertilizer on the map plus a full storage when the condition "don't water the tree + feed it with fertilizer" triggered. I manually collected the fertilizer on the map with my mouse (by moving over it) and fed the sapling about 1.3 million fertilizer to get the achievement.
